A site that is no follow through means that it will not allow your link to be counted with the search engines and follow-through means that it will be counted. Make sure that you build up quite a big list of 2.0 sites that are follow-through.

Finally, don't pay attention to how high the page rank of the site is because page rank itself has very little value as to how high a site will be ranked. If you don't believe me then check the top 10 rankings of some of the most competitive keywords and you will see many high page rank sites that are not even ranked in the top 100.
